I have a edelbrock crossram on a 383 gm and i want to know if i can just hook the pcv valve to one carb or both and then for the vacuum advance on the distributer do i have to y that to both carbs

just one.totally sufficient.i hackedall the smog controls off my buddies 84 vette and ran only one with no problems so far(20,000 miles)

Ditto, If you are running PCV, you just need to run to one to create pull into the combustion. You can run  both PCV and advance to the same carb if it suits your plumbing needs. totally different circuits. The only possibility is you may be only loading the cylinders that are on that side of the plenum., which would mean you may have to tweak a little differently when adjusting your carbs. Won't hurt a thing.
